Japan is a sugar market outlier; of all the developed nations in the world, it has the lowest sugar consumption per person.

At 15kg per person per year, this is around half the rate of sugar consumption seen in countries like the UK and Australia.

Japan has a mature non-sugar sweetener market, with starch sweeteners, sugar alcohols and high-intensity sweeteners all commonly being used in the place of sugar.

It also has a mature beet and cane sector, which produces around a third of its sugar needs.

In addition to the cane and beet sector, there are 17 sugar refineries in Japan, which import raw sugar for processing into refined.
